Here's how it works:
First I'll pick a Pokemon, and put a clue. After every wrong guess, I'll add another clue. The max amount of clues is five. The person who guesses correctly will do the same. You can't put one guess after the other, you need to wait for someone to post in between.

Clue #3: Before I gain one level, I already know how to make such a big sound. A Vigoroth knows the move 'Uproar' without having to level up. Clue #4: My spirit will keep me from sleeping. A Vigoroth's ability is Vital Spirit, which prevents it from going into the Sleep condition. Your turn, City. |

Pikachu? Though that's not much of a guess, as evolving Pikachu is good. Although, Pika + Light Ball makes a pretty decent sweeper.

Indeed, it is Espeon. Good job, Seli. I'll explain all the clues:
Clue #1:
My fur is soft as velvet,

Espeon has fur that feels, and even looks like, velvet. It comes in pale pink or pale green colouration.
Clue #2:
My crimson eye is much admired
It helps me sleep when I feel tired.
In this riddle, 'crimson eye' is referring to the red jewel upon Espeon's forehead. It is a popular subject in fan clubs. Espeon uses this jewel to help channel its psychic powers, like it does when using the move 'Rest'.
Clue #3:
At a whim, the sun shines bright
My other twin does stalk the night.
Espeon has acess to the move 'Sunny Day', and is also recognised as 'the sun pokémon'. Its 'other twin' is its second generation counterpart, Umbreon. Twinned with Espeon, and 'the moon pokémon', it is a dark-type and recognised as a night-time hunter.
